Evan Boyle finished second at the Dust Bowl 100, nine seconds off the win — close enough to draw scrutiny while serving a doping ban. USADA found he genuinely didn't know the race was USA Cycling-sanctioned, since neither the race materials nor its website said so. He still got two more months added to his suspension.
Boyle was 16 months into a ban stemming from three Whereabouts Failures when he lined up at Dust Bowl 100 and nearly won it, finishing behind Robert Oehler. USADA's own ruling acknowledges the race organizers failed to advertise their sanctioned status anywhere an athlete would reasonably check — the listing existed only buried on USA Cycling's site. That mitigating fact didn't change the outcome: Boyle is responsible for knowing the terms of his own ban, sanction status aside, and now carries 18 months instead of 16.
